English Football League have hailed the impending unveiling of a white paper concerning football governance as a ‘landmark moment’.
The UK Government is set to unveil a Fan Led Review White Paper on Thursday (23 February) following a fan-led review led by ex Sports Minister, Tracey Crouch MP in November 2021, which came about following the European Super League controversy in April of that year.
Government officials proceeded to then officially endorse the review in April 2022 with view to adopting many of the recommendations made by Crouch’s review, which is expected to include the start of legislative process to appoint an independent football regulator plus enforced ban on breakaway leagues.
Other recommendations include tougher club ownership rules and greater say for fans in how their clubs are run.
A series of crises and and leadership changes however caused extensive delay to the white paper publication, which was originally set to be released prior to the summer recess last July then again delayed two weeks ago due to a cabinet reshuffle in light of further government scandals.
English Football League (EFL) officials therefore has iterated that ‘a fundamental financial reset’ is required in order to make the sport ‘sustainable’, and enable clubs to continue serving supporters and communities for decades to come.
EFL officials added that they are ‘pleased to note that the Government’s announcement regarding an Independent Regulator’ which proposes to “oversee the financial sustainability of the game” and welcome that a Regulator will hold “targeted powers of last resort” to make interventions when necessary.
The regulator will also be able to “facilitate an agreement as and when necessary” if football can’t create ‘a funding agreement that safeguards the future of our pyramid for the long term.’
Alongside financial reforms, EFL have iterated their support concerning proposals in relation to ‘enhanced regulation’ and look forward to consultations with the Government on various matters from club licensing, Owners and Directors Test plus heritage protection coming months.
EFL officials also clarified that they will consider their full position upon publication of the Fan Led Review White Paper in its entirety, as they described this white paper as ‘a once in a generation opportunity that must be seized to address the systemic issues’ within football over the last three decades.
